Stupidity on the part of public services

So, the story:
A small foreign girl (about 11 years old, I think, might have been younger) was thrown off a train because her older sister was holding onto the ticket and was nowhere near her, and she couldn't explain this to the conductor. The station she was thrown off on in question wasn't even running. Oh yeah, and she was all alone.
Discuss stupid mistakes on the part of public service.

I think it's sort of understandable. Predicated on what information you have given on the matter; passenger A on a train, nowhere near passenger B and has a ticket. Passenger B can't begin to explain because she's foreign and gets kicked off said train. Tbh, this entire thing is way too loose without a link to the article because not enough information is provided. Was there a squabble between the 3 of them, was the girl just kicked off etc. Sure, they could have done more to help her, especially given her age, but there [i]are[/i] a lot of teens train hopping these days.

It doesn't really seem like anyone's fault, imho. She should've been near the bathroom or had her ticket in hand, and the conductor should've went over the intercom (I'm assuming they had one) to try and find were she belonged. However, with terrorism being widespread, I'm not holding anything against the conductor.

Pretty much this.

I do think that the older sister is a bit at fault though, since she should've kept a better eye on her sister. And the conductor could have been nicer. But the whole thing just seems like a big misunderstanding.
