Every time a Spell card is activated, place 1 more "Tactical" counter on this card. Once per turn, you can remove 2 "Tactical" to negate the activation of a Spell card, and change the position of 1 monster your opponent controls. That monster cannot change its position until your opponent's 2nd Main Phase after the turn this effect is activated.
