Reaper is better than Marshmallon, but Marshmallon doesn't have a weakness in the form of a self-destruct clause, has no reason to ever be changed to ATK position (Reaper's effect almost encourages it to be switched to ATK mode at some point), and burns for 1000. It was probably much more dangerous when Book of Moon was at 3, but there's no reason to have it at anything other than 1. Stall isn't good for the game. Why would you play a 300/200 with 1000 Burn over something which hits your opponent's hand advantage? Also the targetting thing is nearly completely irrelevant, because even if something targets Marshmallon it will probably die anyway, unless you lance Marshmallon. And if you do that, you're bad. You said that Maxx "C" isn't commonly used. And you said something about commonly used cards that target, like Forbidden Lance and Safe Zone.
