The fact it's a -2 that EASILY dead draws and has to Special Summon an EXACTLY Level 8 Dragon greatly hurts it. Sure, there are cool Level 8 Dragons like Blue-Eyes or Galaxy-Eyes, but it's usually not worth the investment, even in those Decks.
