A FUN New card I made for Valentine's Day

I have a DARK deck with a varity of DARK monster so I made this card for everyone to love.

[b]LORE: [/b]Once per turn: You can return 1 level 4 or lower monster you control to your hand; Special Summon this card from your Graveyard. If this card is sent from your hand to the Graveyard: you can target 1 level 4 or lower DARK monster in your Graveyard, except "Fallen Angel - Anark" and add it to your hand.

now, as for the card, it's easy to summon

I kind of hoped it'd have an effect WHILE on the field though, why not give it one?

Because that would make it super OP'd? It is already powerful enough: it would be played in DWs for extreme proness options, it can pop your own monsters infinitely and OH YEA it is a 3 star that can pop Tour Guide to the hand for a free XYZ each turn for NO card advantage cost at all.

...And you want to make it more powerful.

If this were released as a secret it would instantly become ~$200. Not that I have anything against it personally, it is just an extremely powerful card that fits into today's meta perfectly and instantly. DO NOT buff it, if anything nerf it. Or just leave it like it is but know you have created a 2nd tour guide.

Edit: personally I would have given it some kind of cost just so people cant do something along the lines of tour guide -> tour bus -> pop tour guide get this out -> zenmaighty -> detatch this get hunter -> launch zenmaighty get back zenmaighty -> pop hunter get this out each and every turn for +3 card advantage per turn. Even something like 800 life points would be enough. But to put it plainly, I think Konami would release it like it is now, so if you want to keep it like this it is fine.

If I added a cost, I think if konami released it with the cost then the card wouldn't be limited or on the lists. I can put a cost on the effect where it specials itself from teh Graveyard. But I will let everyone else decide.

Thanks for teh comments, but I think the card should stay the way it is because of the possibilities that "Fallen angel - Anark" can produce.

This is right. If you want to keep it the way it is, that is fine. Also, I am nearly 100% sure that there is some way of using this card in a loop of some kind. Also, will this card share the birdman ruling (i.e. you can't pop XYZ/Synchros) because with the current wording it would.
