I would probably limit it to DRAGON type monsters only or something, especially because that (seems) to be how it is intended to be used. Aside from that I like the cards so much, only other thing has to do with the theme. They do not seem to work together very well as a whole (unless I am missing something). Is there any particular deck list you have in mind? Also, you may consider making the cards either COST SOMETHING for you to use, or inflict damage to your opponent. (burn damage) These comments really have nothing to do with balance but have to do more with giving them all similar effects so they balance as a set together, and burn damage of some type just feels like something that would fit into a "sin" archetype. If you wish to imply that using them is the sin, then give them an LP cost to use, and if they are supposed to punish your opponent for sin, then give them some burn effect.
