Without Snoww, the Dark World player cannot consistently search for Grapha. Without searchability, Dark Worlds are forced to run bad cards and be less of a prominent force in the meta. It destroys their viability because you lost all prowess the deck had and made it way too easy for someone to neutralise the entire deck. Limiting Snoww is the best way to balance Dark Worlds. And unlike Stratos, Snoww can't search itself. But this comparison is not very relevant excpet for the fact that Stratos IS limited.
