Am I right in thinking the following:

I control By Order of the Emperor, Ultimate Offering and King Tiger Wanghu. I normal Summon a Gadget. I activate Gadget's effect, and King Tiger Chains to that. I can negate King Tiger's effect with BOotE to draw a card and then search for a Gadget.

?

Of course, this is just a silly idea. Discuss BOotE.

This all depends on if Wanghu is continuous or not, which I'm also too lazy right now to look up.

Why not just ask this in the ruling section first? :\

Tiger and the gadget would form a segoc with gadget(optional trigger) as chain link 2 and wanghu (mandatory trigger) as chain link 1,and by order of the emperor would only be able to negate chain link 2,which is the gadget. If you want to negate wanghu you would have to choose not to activate the gadget's effect.
