You can shuffle this card from your Graveyard into the Deck to target 1 Normal Monster in your Graveyard; Special Summon that target. This card must be in the Graveyard to activate and to resolve this effect. Once per turn: You can activate 1 of these effects: ● Special Summon 1 Level 4 or lower Normal Monster (from your Deck). It cannot attack or be used as a Synchro Material Monster this turn. ● Tribute 1 Normal Monster you control to target 1 face-up monster your opponent controls; until the End Phase, its effects are negated, and it loses ATK equal to the Tributed monster's ATK. ragnarok1945
so this is easy to get onto the field since you didn't make it any SPECIFIC vanillas the negating your opponent's monster's effect is good, but OPed. For the effect negation AND atk loss, only ONE of them should be permanent, not both also, for the 1st effect, why make it EXACTLY at lv4 normal monster? thekazu4u
The final affect cannot be in the bullet list and the second sentence is redundant. However, I would (personally) focus it more around BEWD instead of vanillas in general. Instead, you seem to have almost made it all level 4 or lower vanillas, so that seems to if anything separate it from BEWD. Here is what I would have done: You can Special Summon this card (from your hand) by banishing 1 "Blue Eyes White Dragon" from your hand, field, or Graveyard. This card's name is treated as "Blue Eyes White Dragon" while it is on the field or in the Graveyard. You can return this card in your Graveyard to the Deck to target 1 Banished Normal Monster ; Special Summon that target. We got crappy cards like Rescue Rabbit for normal vanillas.

Pick ONE, don't do both
