Sergio Dark World General
Up to twice turn you can negate the cost of the activation of an Monster/Spell/Trap effect. If this card would be destroyed you can discard 3 cards in your hand or removing 6 counters from any cards in the field and this card is not destroyed. ragnarok1945
for the 2nd effect, you should have limited that to only once per turn now you can argue that 6 counters isn't easy, but you have to remember you didn't say any SPECIFIC counters, you just said counters in general. Which means ANY monster with ANY counters would qualify for triggering this effect, and if that's the case, 6 counters isn't actually as hard as you think it is
DARKPLANT RISING
Right now, it's impossible to negate costs that have been already paid. So technically, this card's first effect can't really exist. Why not just stop the eff? Anyhow, thinking it stops any eff with a cost. That's pretty damn good against a lot of cards, but it's also highly situational. You'd never discard 3 cards to maintain this, and neither would you remove 6 counters (not many decks use counters anyways). Overall no one would run this either way TBH, but I can see Konami releasing something like this, except with only the first eff, as a Rare or Super in some pack as filler. Sergio Dark World General
I do realize 6 counters in general its not that hard but lets get real , how many times you get like 3 or more different counter types in a deck? and discard 3 is if would be destroyed either ways dark world , fabled most of the others deck would do good with discarding. Edit: Also you can negate this card cost if you think well about it.
DARKPLANT RISING
No you can't, because costs are paid before a card is activated. By the same logic as how they don't need Cheerful Coffin, Dark Worlds wouldn't need this. Same logic goes for Fableds. In other words, this needs improvement. Hell, RC exists to improve cards - if you don't admit something's bad, you're defeating the purpose of the section.
NeoTwice
Maybe "Up to twice per turn you can activate a Monster/Spell/Trap effect without paying costs." would be a better way to word it since costs cannot be negated.
