Card is terrible in every way possible. Severely outclassed and is not worth space in a deck. Still, Cursed Waters Level 3 is a very epic name.

The card is already conditional, requiring that you control Umi. While it is easy to achieve in context, you realize that Ultimate Offering, Double Summon, Water Hazard, and even Big Wave, Small Wave are more better cards with less restrictions on how to use it.
