an Xyz cannot accept monsters whose level is not equal to that of the rank of said Xyz.....
your Xyz is rank 7... so it needs to be changed to "2 level 7 monsters"

This isn't a Chaos Xyz though. Therefore, normal rules still apply. It would have to say 2 Level 7s, and then the 2 Level 8s within its actual effect as an optional summoning condition.

Apart from the fact that it can revive [b]any [/b]WATER monster, it's vaguely balanced. Should say Level 4 or lower, because otherwise it's ridiculous.
