Interesting effect, lets you spy on your opponents spells and traps, and get rid of their monsters. No noticeable balance issues either. I also like that diminishing the opponents hand allows you to draw one card, as one of my concerns while reading this card was the risky nature of it (you always lose 1 card, but the opponent wont unless it's a monster). It'd be very easy to discard yourself into a hole if you're not careful.

Nicely done. 9/10 (1 point off for that missing picture background xD)
