The [url="http://yugioh.wikia.com/wiki/Activate"]activation[/url] of this card cannot be negated.
Funny how someone put this up in the Thunder Archetype.

OT: Negate Attack /thread

There are cards that can negate attacks and eliminate monsters, why use this?

It's actually much better than Negate Attack. I don't know enough about OOParts monsters to know whether or not it might be worth it to run, though.
