Hypothetical Question #2: Would this and Black Whirlwind @2 make Blackwings Tier 1 or 2? What else would it mean to a format?

Black whirlwind alone is enough to knock them to tier 1,it's a very stupid search card that just gives free +1s and +1s and +1s to the point that it's the blackwing gateway of the six.

Ban whirlwind,gale to 3,kalut to 2,blackwings have to get -1 synchros and xyzes or +0 setup needing bad synchros but would still be a very competitive tier 2.

They would get much more consistent but I don't think they'll reach tier 1 the way the tier 1 is now.

To be fair, Gale actually gets around Laggia pretty easily, and if we had multiple copies of it, you wouldn't have to worry about using very few resources against Inzektors and making a strong comeback next turn.

This. Sorta like how I argue JD to 0 and Charge and Lumina to 3.

Used to be half-staple, but nowadays far from that. -1 Synchros/Xyz are considered overall bad, given you should be using your Normal Summon on a bug, Card-Car D, Tour Guide, or Rabbit. This can force Laggia to use its units, but there are better options.
