It is a pure 2-for-2, although people will probably never give up that extra 1 unless they are playing against chain burn. 2300 is a fair beatstick, although I would bump it up to 2500 so it can compete with Utopia, and discard power is always nice. I would play it in my anti-meta macro deck if it was ever released, just because that deck uses lots of level 4 monsters and discard power is always needed. What I would do: Pump up the ATK to 2500 and make it Banish itself during the End Phase, not immediately. That way a skilled player can generate a plus with it. At 2500 ATK it serves as a beatstick, and if you don't want to negate attacks it is better than Utopia. But the OCG is terrible (I hope I don't get warned for this post, I honestly don't know what else to say). You use its effect twice and its gone. It would be good in some decks, but its not very splashable. That part that removes it from play gets in the way of the main effect.
