So I decided to go ahead and make a spell card and or trap card for jin and dio and this is what I came up with :P (thinking the spell card for dio needs to be tweaked lol)

Shouldn't it be 'Special Summon?' And I don't know if you have to just capitalize the first letter in a type like 'Dark' or all of them like 'DARK.' I tend to do the latter. Also, considering the power that your higher-level Dio possess you might want to consider a Lifepoint or card cost to Special Summon them. For example, with my own 'Smiles For Swordsmen' the player pays half their Lifepoints and banishes all versions of the monster that are lower than the one being summoned. On the other hand, 'Persona Swap-Out' does not ask for a cost because it only lets you Special Summon a card one tier higher. I will continue to believe that those cards are balanced until someone tells me otherwise (both are found in my Cuteness Counterattack Set).

A slight grammatical tweak to your trap card: 'while you have no monsters' should be 'while you do not have any monsters' or 'while you do not control any monsters.' Again. 'Special Summon' should both be capitalized as it is a type of Summon. As far as I know 'Deck' and 'Graveyard' are also capitalized (first letter, not all) as they are defined places, like a town or whatever else have you. Possibly 'face up attack position' should be 'face-up Attack Position.' And again, 'fire attribute' should either be 'FIRE-attribute' or 'Fire-attribute' or maybe use 'type' instead of 'attribute.' You might also want to reconsider the 'any number of 'Jin'' clause because things get awkward once you have more than one of the same individual on the field, like that. Unless you've printed copies, they also cannot Level properly if the higher-level version is also on the Field. It is implied that 'more than 1 of a monster of this name cannot be on the Field at the same time.' It's also probably why many Leveling Monsters include the effect 'this monster's effect can only be used if it is summoned by the previous Level version's effect.' Mine don't have that because I like having my options open. I like them so open some of my Level-4 and lower monsters include the effect 'Tribute this monster with X Counters to Special Summon a monster of Level-8 or lower.'
