I would like to create an Anti-Meta archetype with unique effects. Tell me if you like this single so I'll know whether to continue or stop.
Any card sent to your opponent's Graveyard is banished instead. During each of your End Phases, destroy this card unless you return 1 "Static Void" monster from your hand or Banished Zone to the bottom of the Deck.
This card shuts down a few thousand opposing strategies without harming your own. It has 100 more ATK than Banisher of the Radiance, but it also has a Maintenance Cost. Note that I probably won't make a +1 card that adds a "Static Void" monster to your hand.

Also tell me whether you like the image or not or I can't judge it properly.

Why does image matter?Tell some other judge to judge it.

But I will ask you my opinion..the 2nd effect is kinda bad.How about this:

During each of your End Phases, destroy this card unless you send the top card of your deck to the banish zone or the graveyard. If it was a "Static Void" monster, special summon it or add it to your hand.

Or...

During each of your End Phases, destroy this card unless you send the top card of your deck to the banish zone or the graveyard. If the card you banish was a "Static Void" monster, special summon it.If the card you send to the graveyard was a "Static Void" monster, add it to your hand instead.

I like the first one better, the 2nd is kinda fair but too fuzzy..

Hope you like this unique effect.

The second effect is a Maintenance Condition. It's supposed to hurt you and make this card hard to play, in exchange for the tremendous might of the first effect. What you have suggested is making it a positive effect, which would make it an upgrade to Banisher of the Radiance and probably break the card.

As for the first effect, do you like it?

yep. Also,it isn't much of a positive effect.Watch out for sending cards that are spells or traps!

You can go for this:
During each of your End Phases, destroy this card unless you send the top card of your deck to the banish zone or the graveyard.

Instead of adding the other part.

Sending a Spell or Trap Card from your Deck to the Graveyard or Banished Zone is not a bad thing. Sure, you can't play that specific card (unless it's Lightsworn Sabre or something), but you still have as many cards in your hand and on your field as you did before, so you didn't lose any options you already had. The Lightsworn monsters focus on abusing that fact to beat the opponent down with whatever doesn't get milled.

As for your last suggestion: A smart player would always choose to send the top card of their Deck to the Graveyard, and would probably abuse it with cards that work in the Graveyard like Blackwing - Zephyros the Elite. This is not a drawback...

The Maintenance Cost needs to be something that you might not be able to pay, or that greatly diminishes your chances of winning, to balance out the Graveyard lock.
