Old Cards Given a Use - Que-Shi Qu

Don't you love it when that ancient, old, but worthless, card you had suddenly becomes expensive and has a great use? We all do, so I went on a search for some of the rarest cards from booster packs in Yugioh history.

The cards I picked were Dragon Ice and Skreech. They are both Secret Rares from a pack with many Secret Rares, and are also quite old with no reprints. They also compliment each other, and are quite interesting in their effect. To compliment them, I created this:

A player who controls this card cannot declare an attack or change monster's battle positions.[/left][/size][/font][/color]

[color=#000000][font=Verdana, Geneva, sans-serif][size=3][left]This card creates a very powerful combo with Skreech, Dragon Ice, and Fenrir. Skreech can essentially "search" for Dragon Ice and Que-Shi Qu which can then search out fenrir as well.[/left][/size][/font][/color]

Im confused. What is "that" card in your hand? And what effect can be negated by effect veiler (I am assuming in this case you are the opposing player, not the player trying to make use of Que-Shi Qu)? As for "force," I needed to explicitly state that it was the OPPONENT's special summon. I simply could not think up a better wording.
