Well, Change of Heart all your opponent's monsters. What is so bad about that?

No. Just...no. Even at 2 Tributes, this is OTK and banworthy. This is op'd as hell, make it to take either one monster permanently or add something like destroy every other monster you control, or they can't attack or something.

It could be something like..

For each monster used for this card's Tribute Summon, take control of the same number of monsters on your opponent's field (up to 4). You cannot conduct your Battle Phase during the turn this card is Tribute Summoned. This card loses 300 ATK and DEF for each monster used to Tribute Summon this card.

It needs to at least have a heavy downside since the way you have it, it's insanely OP'd.

Change of Heart all of your opponent's monster isn't a big deal? There's a reason it's been banned for years. This card can make an extremely easy OTK. Taking 1 monster permanently is way more balance than that effect. Even if it's just take 1 monster permanently, it's still Oped. I'm srry if i sound rude, but you seriously need to tone down its effect.

Amazing how the broken card gets comments so much faster.
Anyways, no offense taken, this was card was insanely overpowered due to the full scale Change of Heart effect, and I've should have realized that the effect was a overpowered from the very beginning.

I have added 2 restrictions: 1 quite painful cost and another anti-OTK restriction.
