[color=#000066][b]The summon not negatable is kind of.. a bit much.. don't you agree? Maybe just its level summoning thing not negatable? Also, the ATK gain effect is way too strong IMO. I think it should be once per duel/only when you first summon through its effect, and half attack maybe. Either way, 2600 ATK with this effect is too much. Maybe drop attack to 2000-ish? Last effect should be fine. Not sure about the way its phrased, but the effect negation shouldn't be permanent IMO. Otherwise, great idea. ^^[/b][/color]

The card is essentially a permanent floater with very few outs and fairly easy Summoning conditions in certain Decks. It shouldn't be able to be SSed from grave without cost so if you remove that it makes it fairly balanced. Make it a nomi too.

I'm not sure you balanced it by making it a nomi. The Summoning Conditions are laughably easy to fulfill, and the fact that you can't get around the Summon, [i]and[/i] it negates the effects of all your opponent's cards while preventing them from activating any more, while being insanely strong does not constitute good card design in the slightest.

This card seems solid. Not as effective as Lightray Gearfried or Lightray Daedalus, and with stricter Summoning conditions, but its ATK can get much higher and it can instantly dump Wulf (or JD).

If your opponent has D-Prison or Mirror Force, I think they can outmaneuver this card's on-attack Trigger Effect. So I'd say it's acceptable.
