It's way too good, especially because you can just Special Summon a bunch of monsters and then drop this. Also, I don't like cards generally that say "sent to the Graveyard", meaning not just from the field, from anywhere. The fact that you can mill this with Swap Frog, then search any Frog from the Deck to the hand, just generates a lot of pluses for very little effort. I'd suggest removing that Special Summon part and making it a "When...you can" effect, so that it would at least miss timing in some scenarios, making it a bit more balanced.
