[font=courier new,courier,monospace]I want to say it's balanced. I actually designed this one like a week ago, but I forgot about it so I'm posting it now to get some ideas. I wanted to avoid something like Royal Oppression, obviously, so I had to be careful when designing the first part of the effect. Still, preventing Special Summons during the opponent's turn doesn't do much except hurt cards like Lightpulsar Dragon, or Giant Rat, etc., a lot of which aren't even run. It's a good counter to Lightpulsar and stuff, especially in Anti-Meta Decks.

At the same time, it doesn't hurt Special Summons or allow unfair advantage in that respect, like Oppression where you could swarm the field, then play it, and shut down any potential comebacks your opponent might have.

The second part of the effect is similar to Future Visions, except it lets both players draw, so there's actually a point to the removal. Then, the monster comes back during the End Phase. It combos well with cards like Sacred Crane, and things like that, but I haven't really come up with too many ideas about how I'd run it.

If it proved to be an issue in playing, as opposed to in theory, it could probably just be put @1 to be safe.

It would be abused at that point. You could bounce one of your cards that has an effect on Normal Summon (Stratos, although it is still abusable here) or waste your opponent's Normal Summon. If it bounced, you can control your opponent's Normal Summons and abuse your own.

Although the only thing I dislike about this a bit is that this can be used to counter anti-OTK tactics (which sadly are also stall tactics, which I hate in excess) and totally dominate your opponent if you have your field set up. I mean, you totally have advantage during the turn you banished a Normal Summon since you have 1 more card to use and whatever your opponent might have wanted to start is halted and left as easy bait for your barrage next turn.

However, I don't know what to say for the balance, so I'll just point out the flaws.

- Effect as a whole is a big *ABUSE ME* button for stratos. (Although it also hurts Super Polymerization)
- While it hurts super poly. it also hurts anti-OTK cards (Which I also sadly pointed out are stall cards), so it benefits OTK decks.
- The Normal Summon and return effect are just evil. You can stop whatever it is your opponent wanted to start (Special Summons are today's meta, but Normal Summons play a big role starting all those moves) and when they end their turn, their monster is left as a sitting duck, especially if you prepared your field before hand.
- Biggest thing of all. The Normal Summon effect is an OPTIONAL effect, this is why it can be abused so hard for your benefit.*

*: Unless of course, I massively misinterpreted that last effect and it can only be used on your turn and not on your opponent's turn, then in that case it is fine (Although Stratos still loves it).
