Galkin
If "Thousand-Eyes Idol" is Summoned: you can Special Summon this card (from your hand). If you control a face-up "Thousand-Eyes Idol": you can tribute this card; take control of 1 monster your opponent controls, while there is still at least 1 "Thousand-Eyes Idol" on the field.
Yeah, cause the Thousand-Eyes Restrict ban REALLY hit...oh wait, we had Instant fusion at that time; the coming of Instant Fusion hit that card hard. newhat
This still isn't very good...Maybe if it Tributed the Thousand-Eyes Idol? That way you could Synchro with the stolen monster.
Synchronized
I don't think you need that restriction. I'm pretty sure if you just made it something you could Special Summon when Thousand-Eyes Idol is Normal Summoned, then Tribute this to take control of a monster, it would be balanced enough. After all, it requires you to run Thousand-Eyes Idol, which is enough of a drawback. Having that last line makes it nearly useless.

There is one problem....Thousand-Eyes Idol is THE weakest card in Yu-Gi-Oh. He make Kuriboh look like a friggin' Five-Head Dragon. How can ANYONE expect for him to even last for a single turn??? Make another card that support that piece of Fusionist SH...um...CRAP that doesn't involve him staying on the field.
