Synchronized
Target any number of face-up monsters you control and destroy those targets. During the End Phase of this turn: You can Special Summon 1 monster from your Deck with a Level equal to the combined Level(s) of the destroyed monsters. It cannot declare an attack. You must control no face-up monsters to activate and resolve this effect.
I've been commenting on all these cards, but in the meantime, my own card making has got a little rusty. I'm not sure how good this is; I like the image and I'd like to think I designed an effect that fits well with it, while being balanced overall and definitely having its uses, but I'm not sure. I made it exact because it makes it far less abuse-able. It would work rather well in something like Scraps, I think, although I'm not too familiar with that engine so I'm not sure. I do know spam-heavy Decks can make good use of it to bring out a more powerful beatstick, as well. As for specific combos it might have, I'm not really sure. Rulings wise, you obviously have to have monster(s) on the field to activate the card. The last line pertains to the End Phase of the turn, where this card will be in the Graveyard. It cannot resolve if you control a monster.
SwineRider
In nowadays metagaming I'd try to use it for Xyz summoning. So the effect sounds interesting but I suggest for Xyz Summoning it would be better if the effect goes the other way around, more like: "Take higher Level monster, give 2 or more lower Level monsters." As for how it is now, I'd make it a Quickspell to let it have sort of a "rescue-effect" or give some other advantage, because the fact you can't attack with the summoned monster or use it's effect the turn you summoned it makes it very slow.
It does make it slow, but at the same time, when played right, can tutor anything. For example, it would work well in Fish-Type Decks, because of how easily it can grab Coelacanth and allow the OTK to go off with ease. Making it so you can pop a higher level monster to grab a lower level has the potential be extremely broken because there's literally no setbacks to it. I'm not a fan of that idea. SwineRider
I get the idea, although the name sounds quite odd to me since I'm German^^

You must control no face-up monsters to activate and resolve this effect. Bold: How is that possible if the cost is to destroy monsters you control, but you can't have any monsters so you can activate it. Revised: Target any number of face-up monsters you control; destroy those targets. During the End Phase of this turn: You can Special Summon 1 monster from your Deck with a Level equal to the combined Level(s) of the destroyed monsters. It cannot declare an attack. Revised 2: Destroy all monsters you control. During the End Phase of this turn: You can Special Summon 1 monster from your Deck with a Level equal to the combined Level(s) of the destroyed monsters. It cannot declare an attack. You must control no face-up monsters to activate and resolve this effect. Suggestions: Make it Quick-Play.
SwineRider
"Beschränkt" actually is an adjective and literally means something like "limited" or "restricted" and is more likely used in terms of e.g. "You're brain's kinda restricted, huh?" =D
Synchronized
@Uchiha, I explained in the OP that that part of the ruling pertains to the End Phase resolution of the effect, not the destruction part. @Swine, Well, it looks shiny and nice, so... xD
