Yang Xiao-Long
They both win in their own way. Minato Arisato has headphones, walks with his hands in his pockets, and saves the whole world. Without him, the events of Persona 4 wouldn't have happened. And then there's his ultimate Arcana, of which Minato is its only user. Narukami Yu is a player. And his hair is naturally gray. That, and he has an anime~ I like Yu because his name is a possible play on his name's translation and its play on words, resulting in it being "Y[o]u are "Howling God" (or God of Thunder). I also identify more with Yu. My group of friends say that I'm the Narukami Yu of the group. I'm a bit biased in this poll though, since I never played Persona 3 ._. Dharc
Well, I think in this case, it is best to weigh the corresponding qualities of the two aforementioned competitors. YU NARUKAMI

His Ultimate Persona is Izanagi-no-Okami of the World Arcana (the only Persona of the World Arcana). It is created by fusing Izanagi (a deity in Shinto mythology) with a bunch of other seemingly random Personas, whose initial syllables say: "Izanagi-no-Ookami tsukure," which means something along the lines of "Create Izanagi-no-Okami."
He was much closer to his teammates than Minato (excluding the female members of SEES)
He's voiced by Johnny Yong Bosch, who also did the voices of: A shinigami, a Power Ranger, the emperor of the Britannia, and a descendant of Sparda.
He wields two-handed swords with relative ease, despite his rather average build.
He can access two variants of Arcana XI—Both Strength and Pierrot/Lust—along with both variants of XX.
MINATO ARISATO

He can access the Universe Arcana, an Arcana so powerful that it does not possess a number, image, or any specific Personas, and in fact represents the ability to bring about order and seal away the essence of death and uncreation.
His Ultimate Persona is Messiah of the Judgement Arcana, which is created by fusing Orpheus (a man who journeyed to the land of the dead to bring back his dead wife, much like Izanagi) and Thanatos (the god of death), which represents one facing death itself in order to guide people to a brighter future. Orpheus Telos, who can be seen as another version of his Ultimate Persona, has the ability to inherit any and all skills from its fusion materials, and possesses Victory Cry. This symbolizes the true meaning of the Fool Arcana—Seemingly empty, but truly holding infinite possibilities.
He can wield every weapon (except for Aigis's guns and Koromaru's knives) in the console versions of Persona 3 (he was limited to one-handed swords in P3P due to balancing and space issues).
Minato saved the world from a being manifested from pure death and finality by sacrificing himself to seal its harbinger for eternity, and he still lived for OVER A MONTH afterward.
Personally, I think that Minato wins. Like it was said before, without him, there wouldn't BE Yu Narukami or Inaba.
