[color=#000000][font=Verdana, Geneva, sans-serif][size=3]A nice little draw card that isn't too slow, has a cost, and prevents total abuse. The biggest issue I see here would be Exodia. Anyway to prevent that?[/size][/font][/color]

Uh... its a 2-for-1. The cost of 1000 Life Points is negligible. This card is terribly broken. About the only deck it wouldn't be used in is Dark World.

Edit: oops. Didn't see it negated stuff on the field as well as in the Graveyard. hm. I still don't like it, though. All skill drain decks would use it at 3, except for maybe T.G. Drain. I just don't like the idea of free +1 spell cards. Its one thing if it costs an entire turn, like Card Car D. Its just problematic card design. I mean, look at all the FTK decks that would love this. This is a final countdown dream card. Exodia would have a field day. I just don't see the good this would do. But at least you tried to balance it, before I noticed that it negate stuff on the field as well I was like D:
