I am loving the picture, but as for the card itself.. How is he to "target" a Light monster? Via attacking it? Or...? As for the effects:

For the first option, its effect would be kinda pointless if its by attack unless it hits a Marshmallon or something XD Though, if the initial effect were "Once per turn, you can target a face-up LIGHT monster and apply 1 of the following effects..." the first option would seem more viable. Like a slow death. .... Moving on. The second option is pretty nice but the second sentence should be worded as "Card effects that activate in response to this effect are negated." or "Card effects cannot be activated in response to this effect". As for the third option, it seems useless or too weak. At most, you would burn them for 500. Nowadays, that isn't much. Maybe 300 for each? Overall, its not a bad card. It just needs to be touched up a bit. I'd give it a 6.5/10 (7/10 for that awesome picture). Hope to see more from you~
