Alright, a chaos number monster (I assume that is what they are called). The card has a Judgment Dragon like effect, but with the obvious chaos number xyz restriction (1000 or less life points) which I guess gives it a bit of balance. The cost to get this guy out is immense, not sure what decks could bring him out, but if you could enlighten me that would be awesome. 2800 is a good number, despite not being as easy to drop as Judgment Dragon, this cards effect can only go off late game and anything higher might lead to a win you might not have otherwise have gotten, especially if you use Limiter Removal with this card. Overall I personally think that this is a cool card and for the restrictions that come with it, it is a good balanced card. Great job.

For the materials, you forgot the DARK attribute (To fit in with the Chaos Number Material Theme). Other than that, good card is good.
