Trust me, that cost is just as potent as the actual effect...I'll leave you to figure out why.
So nothing too special, it gives Exodia a run for its money and punishes conservative play. The main weakness is its ATK, but I rather get opinions on its effect before I work on the parameters

It's basically a Gale Dorga (Whatever) with an extra effect, and Less Life point cost (Since It'll likely die with that ATK)
Not sure why It's DARK if It's "Rainbow" or why It's so blue. The art just doesn't seem fitting.
Really, It's not that useful, along with other cards that require attacking to get effects. I'm not sure If there's a deck that would use it.

You have a fair point with Exodia.
The name comes from the gun being Rainbow-ish colored (lol small detail) and Dark Rainbow Dragon is DARK.
The card was made to support a very obscure and low-tier deck (and it has to do with Gale Dogra). Mainly low tier because you have to use Dogra...

Seems probably abusable with Phantom of Chaos. The easiest way is dumping Utopia to make PoC an easy C39, but there are probably more dangerous & potent combinations. I can't instantly think of anything gamebreaking, since the Extra is semi-nomi by default, but the design screams, "only use me in gimmicky abuse Decks!" which I just don't like.

While I generally don't like the card, it doesn't seem horrific, since most combos will have to happen in Main Phase 2 or later turns. The fact it can't hit players with 2 or less cards is a good touch, since it stops you from totally trashing their options.

You can't target cards in your opponent's hand. The selection would either be random or would be based on revealing their hand.

It's searchable via Little Trooper and Reinforce Truth, and it sets up Miracle Synchro Fusion plays. She gives a cheap +1, but since she has 1000 ATK, she'll need support. Unless you want to set up for Pot of Avarice or The Dark Creator or something, the dump will decrease your options, so this isn't universally splashable, and this would be a horrible topdeck. It's fairly designed.
