"effect is negated" VS "treated as Normal Monster"

let say if a card can special summon a monster, but that monster is treated as a normal monster. i know that card's effect is negated, but if that monster is a tuner, can you still use it as a tuner for synchro summon? for what i see on this website's card making page, if you create a card as a tuner, its color is orange. but i think i have seen a Normal tuner.

The way you do that is have the card type as a Normal Monster and where they type would be, have this:[quote]Monster-Type / Tuner[/quote]
