You could make it 3 or 4 monsters as materials or remove the last part. All the effects together along with it not being able to be tributed, seems unbalanced. Also I think the last part shou;d be framed as- You cannot [b]activate card effects in response[/b] to... 7/10 (cuz its unbalanced. otherwise..... great card!!) [/quote] Idk, the requirements to summon are pretty hard to apply. It might shut down many rabbit decks though (lets be honest though, no one even likes rabbit). Its a side deck card though. Earth is also used some. Okay restrictions aside- You cannot repond to attacks- mirror force, sakuretsu, d-prison, and many cards are gone. You cannot respond to summons- no warning, torrential, bottomless TH, and some cards are useless. You cannot respond to card effects- almost all great cards are useless. Plus, you get to see the card your opponent draws [i]and[/i] you get to draw a card if it is a lvl 4 or lower. And the way it is worded,(i think) xyz materials would only be detached if it is a lvl 4 or lower monster. That is at least 2 turns of complete shut down of your opponent.
