newhat
The first effect is uneven; it can search Upstart Goblin and Robbin' Goblin as well as another copy of itself, even one from the Graveyard. 1700 ATK is a lot for that kind of effect. And yes, you can Special Summon this with Goblindbergh, Tribute Goblindbergh, and get a 2400 Goblin Decoy Squad from your Deck, attack and draw a card, and grab a Goblin Attack Force after the Battle Phase (not necessary if you want to Xyz). Otherwise the end-of-Battle-Phase effects aren't reliable with this because you'd usually need to Normal Summon both monsters.
Galkin
The effect was meant to search out Spell & Trap Cards with Golbin in their name as well. I figure the ability to search itself is balance due to this card being made to serve a weak archtype and the fact it has to be Normal Summoned to pull the effect off (Unlike some cards, *Cough* Stratos *Cough*)
