I was gonna say "Typical new-member fodder" but then I realized you're a level 3... :/
I'll be reviewing these cards individually:
1. Skelenger: Despite the fact that it's level 5, the effect is still hopelessly broken. You attempt to balance it by making it unaffected by Book of Moon, but even THAT would fail to make the card realistic. Tribute material is easy to come upon in today's meta, and you can make a lotta magic with 3 extra cards. 4/10
2. Spear Fiend is balanced-ish... On one hand, you can special summon 2 monsters, which is inherently broken, but your opponent gets to do the same... So I really don't know what to think of this card. Wait, yes I do! The card is poorly designed: Lightsworns and Lavals would become broken if this were to be released. Soooo, no. 5/10
3. ANY fusion monster, Meta-Stein?!?! Like FIVE HEADED DRAGON, a 5k beater?!?! Just for tributing 1 monster?! Brok.En. 5/10
4. Stargen is also OP'd. It increases the Atk of LIGHT monsters, like Agents, Lightsworns, 1/2 of Chaos Decks, Lightsworns, Hieratics, and so much more, while achieving a stable amount of Atk. 6/10
5. Lure Dragon is broken too! Sure it has painfully low Atk, but it can bring back a slew of Dragon-Type monsters like Red-Eyes, Heliopolis, Galaxy-Eyes, and the list goes on... It's also virtually invincible because it switches card targets and attack targets. 5/10
6. Yamatano Totem Scroll wouldn't be used very often. The 2 tributes effect can be better filled by Kaiser Seahorse or Lord of the Flames. 6.5/10
7. Red-Moon teen is unusable. In today's meta, the absolute lowest standard of power is 1700 Atk. It's just a powered-down Goyo Guardian. Not worth the tribute. 5/10

I can't do this anymore... I'm just gonna assume that the other cards here echo the same mediocrity as the above. I'm done.

1. Skelenger could be limited to 1; that would make it useable.

3. Once again, meta stein could be limted to 1. I think Tributing 1 Monster and paying 2500 LP to SS a fusion monter whilst being limited to 1 is fine. There are many, many terribly broken cards out there than this that for some reason havent been banned yet. O.o

5. Lure dragon's is very similar to decoy's; do you find decoy overpowered too?
6. The ability to Summon dragons from hand or deck is pretty good, wouldnt u say?

If you didnt notice, all these cards are the lvl 5 versions of original cards such as spear cretin, skelengel, etc. as nobleman eater bug is to man eater bug.
Also, If you look at my 300-400 cards(on my profile) or at my "about me", you'll see im trying to bring back use to old cards and trying to lower use of op'd cards(such as six sams, blackwings, lightsworns, chaos, agents, hieratic, ice barrier) or cards that negate. I got to say your way of commenting is very similar to toyo's . Although you lack positive or constructive feedback. Any idea(s) of how to make them better then?

Hrm... If you're admitting that they'd become limited then you're accepting that they're OP'd.
1. If Skelenger only gave you 2 draws, then it would be a good deal more balanced.
2. If Meta-Stein only summoned level 6 or lower fusion monsters then that would make it more balanced.
3. A bit, yes. Decoy's effect only activates when it's selected as an attack target, so it's vulnerable to fissure, soul taker, etc. This card literally special summons any and all dragons from your graveyard or acts as an invincible meat shield.
4. It is very useful, but Lord of D. is an unstable card and rarely used. Having both this and Lord of D. on the field is very unlikely. And, if you're tributing this, then you've used up your normal summon, and the cards in yoru hand will probably be level 6 or lower. However, now when i go back and look, this could be great tech for hieratics. Tribute s hieratic to summon this, it dodges bottomless, then tribute this card to special summon sun seal from your hand, use the tributed monster's effect to special summon sun seal, BOOM! Heliopolis. So that one was my fault. With this in mind, I'd give it a 7/10
