Garthfunkle Vii Backwards

Ire Wop, the Fate Magican

It can be Special Summon fairly easy and Normal Summon as the name suggest he is a tatician he can not do munch on his own but helps set up for bigger plays later down the road with a new twist for a effect the more defensively your try to play will only bite them instead as this guy slow your opponent normal and or Special Summoning from the hand to 1 per turn [hint hint bye bye photon thrasher/constellar/thunder family plays]

You can Special Summon this card (from your hand) by banishing 1 Rock-Type monster from your hand, 1 Level 7 from your Deck and, 1 Effect monster from your Graveyard. If you control a face-up "Iyk Cul, the Dreaded Tactican", you can Normal Summon this card without Tributing. Once per during any player's turn, when your opponent has 3 or more cards in their hand, your opponent return 1 card in their hand to the top of their Deck then return 1 of your oppoent's banished card to their Graveyard, this card can not attack the turn you activate this effect. If your Opponent has less cards in their hand than you, your oppnent can only Special Summon or Normal 1 monster from their hand per tun. newhat
I covered the Summon condition in the Iyk Cul thread. Does the hand-return effect banish a card from their Graveyard, or return their banished card to their Graveyard? If the first, it's pretty strong. If you can get them to discard something (with Hand Destruction, for instance), you can bring him out Turn 1, drop the opponent to 4 cards, then drop the opponent to 4 cards again at the start of their turn. If the second, it's balanced because it would take a heavily dedicated Deck to work. The last effect is good against Hieratics and Agents.
