Because you mitigate the cost with the draw afterwards and can summon from the deck and graveyard...
It's basically a free summon from anywhere.
Kinda the point. Also, if your going to give criticism, can you like, I dunno, give ways I can make it better? >->

All the effect monsters seem fair, except for Shana, I think the effect is pretty OP (too much Life Points, just saying), don't know about the synchros; also Dragoon Escape must be a counter, because it's only used when you're attacked, and just another thing, almost every card has the effect to draw another card I would say change that a bit, not saying it's bad just saying it's repetitive, try using other effects, hope it helped.
Some. Shana can definitely be toned down. Also, I'd like to point out Magic Cylinder and MIrror Force are on attack, so it doesn't necessarily have to be one. And I hadn't even notice d about the draw power thing, honestly xD I'll see what I can do about that.

I don't understand where this came from, "Also, I'd like to point out Magic Cylinder and MIrror Force are on attack, so it doesn't necessarily have to be one."

Because you said escape should be a Counter since it's only when attacked.

You should really post lores. It helps see what the effects are. Also, the set seems...just for casual play, and idk...I don't think it really stays "true" to the Dragoon Mechanics yugioh wise except for the counter part and the Tuner->Synchro part.

And now I want to make my own version :o I've always had that thought in the back of my head of doing this to one my old favorite RPGs.

Legend of Dragoon characters "power-up" when they turn into their Dragoon Counter Parts

(unless you are wearing the Armor of Legend, Legend Casque and their highest ATK boosting weapons:
Dark: Souleater / Claymore
Shana/Miranda: Detonate Arrow
Lavitz/Albert: Halberd
Rose: Dragon Buster
Haschel: Destroyer's Mace
Meru: Heavy Mace/Basher
Kongol: Indora's Axe)

With that said, the effects/stats/and the way your yugioh version of the Legend of Dragoon characters seem to be relatively situational which makes them...not as playable. The tuning part where you turn into dragoon, put counters on them for the limit of their abilites/effect and such, though, that part was well thought out since it resembles the "gameplay" aspect of Legend of Dragoon.
Then how do you suggest I make them better?
