Not only is it a Tuner monster that can be Special Summoned but, it's a Level 10 monster with a unqiue effect, that i'm sure most aggressive would like.

This card can not be Set. This card can only be Special Summon from your Hand or Graveyard by bannishing 2 face up cards you control and all players banish 2 monsters in their Main Deck, all players shuffle their Decks. This card can not attack the turn is was Summoned. When a player gains Life Points this card gains ATK equal the number of Life Points that player has gained. When your opponent has 2000 or more Life Points than you this card inflicts Piercing Damage. When this card is selected as an Attack target your opponent gains 1000 Life Points. Once Per Turn while you have 2 or more cards in your Hand, your opponent gains 1000 Life Points you discard 1 card, return 1 card in your hand to your Deck , shuffle your Deck and, Draw 2 cards. you can only control 1 face up "Brisvaak Goonrue The Unspeakable One".

Surprisingly not OP with the amount of stars it has, I like the Banish effect, it's like banishing 4 level 2/3 tuners that would take 4 turns to summon, It's a heavy price but it's a heavy effect too.

Maybe the '[color=#666666][font=tahoma, helvetica, arial, sans-serif][size=3][background=rgb(252, 252, 252)]When your Opponent has 1000 or more Life Points than you this card inflicts Piercing Damage.' [/background][/size][/font][/color]is a bit over powered though, since the duel could be like Opp: 2000 You: 1000, and you've won, which is a OP tactic, I think it should be 1500/2000 or More.

Alright, let's dissect this card piece by piece:
*It's a tuner: Why is it a tuner? There are no level 11 synchs, and the only level 12 synchs need synchro monsters as their materials. The tuner ability is pointless.
*Summoning effect: The summoning effect is a nice touch, as it can work very well in banish psychic decks and clear your opponent's deck of some troublesome monsters, like sangan and Gorz, but your opponent is able to choose the 2 that are banished, which can set up Leviair combos. Then again, leviair would piss itself in front of this leviathan.
*Restriction effect: I can see why this is necessary, as you could just use, for example, photon sanctuary, summon this, and then you've got a 2.5k beater on the field that can pierce and increase its Atk to gigantic proportions.
*Piercing effect: Useful, and gives the player more incentive to summon this thing.
*Protection effect: This is a pretty useful effect, as it protects itself from gaia, gem-knight, etc, and beefs up its attack.
*Hand rearragner effect: Gives it more Atk and can clear your hand if its just not working for ya. I'd call it OP, but this is a level 10 monster, so it should be accordingly powerful.
*Monster presence restriction effect: GOOD. If this wasn't here, the card would be broken.
*Card overall: I think it's a bit too powerful. Th Atk boost it gains is permanent, so you can turn it into a 4k beater pretty that can pierce in a relatively short amount of time. OTK plays will love this card. I recommend that you make the boost last until the end phase, to make up for its sheer ease of summoning. The LP gain is a nice touch that balances the card a bit better, as pure Atk gain for basically nothing is too strong. Overall, I like it, but it needs that one aforementioned tweak for realism.

Never know when, a face-down trap or monster's effect could kick in that to counter the attack this card is prone to being targeted, destuction and being bounced.

*It's a tuner: I might make a new synchro (1 or more) some day. (working a new sychro idea in fact) plus there are cards like trag and spells to bring out any generic synchro.

*Restriction effect: Chaos dragons will run 3 of these guys in a heartbeat so it would be broke just for that reason.

*Hand rearragner effect: You got to discard 1 for the effect so, it is not a super power effect as it might look like.

*Card overall: Never know when, a face-down trap or monster's effect could kick in that to counter the attack this card is prone to being targeted, destuction and being bounced.

I have edited the effect by a pinch!
