Cherz
Ahh, Kingdom Ray, how you are made to support waters. You take em out of grave, only to replace them. Then, you recycle. He surfaces, splashes a monster into the graveyard, then, sinks his friends, and splashes another. Zazubat
I'm not to keen on my rulings, but the selecting is required right? Otherwise it should ask the player if they wanted to, but IDK. Anyways, few OCG errors, could be useful, but you would need some good support to keep it active, might be useful. I don't see the point in making it banish a target if you're just gonna get an other one, so yeah that seems pretty useless. Uhm, I don't think having a monster with 1800 DEF is gonna be useful for this effect, cause you want it to be a monster you can recycle, so your opponent must have a strong monster to destroy it, and that would just make it become useless if you wanted to keep summoning it cause you couldn't do a thing to destroy that high atk monster. Maybe make it special summonable from graveyard in some way? Well, could be good, but needs some fixing yo.
Alpakha
Zaz, have you ever heard of bani-fish... or nimble fish... or slushy.... I love the boost it gives to fish decks, but once it's summoned and milled it's a standing duck. Although, this plus tinplate goldfish would be pretty cool. The recycling effect seems abusable, it would be like a foolish burial each turn. So very slight OCG errors. I'm not completely sure if it can be abused, it's been a long time since I played bani-fish. I'll get back to you.

Cherz
no.
no. This is spam. It has no place in this thread. If you have an argument, post something more detailed. Its a fooliush each turn, like swap frog, but its got a cost. 1 Monsters like to be in grave(exept Banifish) and 2, its 0 attack is to help balance it. The recycle also stops your draw anyways, and its optinal. I do see how it can be a problem though. Like you stated, Tinplate. Thank you for the reviews, exept your spam post Zazuima. Alpakha
You should keep atk at 0, maybe lower def and have it change to defense once summoned? ... Huh, forgot about summoner monk...
Sora1499
Card would see 0 use in mermanteans, as they already have undine, and they're the big chum meta set for the next format. Banfish actually wouldn't like this card, because 90% of their key cards a. Are WIND. Konami has some sense of humor there. b. Don't actually reap you any benefits if they're banished, save for perhaps leviair and oh fish. c. Are level 3, so this isn't compatible with diva nor their Xyz "spam" abilities. If you make the card level 3, then diva could cause it to see some use, as you get to mill wingtortoise as well as synchro, and tortoise is the body of banfish. Without it, the deck would suck even more than it already does...If that's even possible. I recommend that you make it a level 3, but that's just my 2 cents.
