[/quote] As with many other similar situations in the past, if you chose 0, then you wouldn't be able to "Shuffle those 0 cards into the Deck". You can never activate a card whose effects you cannot perform, so while 0 may fit under "up to 2", you would not be able to perform the effects of the card if you chose 0, thereby making it an illegal option.
