What are "Gates of War" and "Gates of Hell"? Are those the Ritual Spell Cards for Orga/Hell Emperor?
Why do you even say explicitly that Orga and Hell Emperor cannot be Normal Summoned? That should be obvious, since they are Ritual Monsters.
Orga, Arag, Hell Knight are underpowered. Orga and Arag would need useful effects in the first place. And Hell Knight definitely does not need to go to the Graveyard after attacking your opponent directly. And it could be about 800 ATK for each.
Hell Grunt is not half bad, I like it. Only the wording is not the best.
Hell Emperor is totally overpowered, unless "Gates of Hell" is very hard to activate.
