The 2 stars under your name mean your post count is above a certain mark. Not sure how much.

This card is overpowered. There's something called card advantage, which boils down to this:
If you can take things away from your opponent without using up cards yourself, you will be able to kill them easily.

Destroying one monster your opponent controls, for free, is unfair. It should generally cost you a card as well (by Tributing your monster to activate the effect, or by discarding a "Swamp" card).

Using this monster to Special Summon another copy of itself, from your Deck, is unfair. You can use the second one's effect to bring out a third one and use them to make a three-part Rank 4 Xyz Monster without any real cost.

Discarding two cards from your opponent's hand without any conditions or cost is...Well, there's a Spell Card called [url="http://yugioh.wikia.com/wiki/Delinquent_Duo"]Delinquent Duo[/url] that costs 1000 Life Points makes the opponent discard 2 cards, one at random and one by choice. It's banned, and it's probably one of the most powerful cards in the game.
