A card can't have 2 types: you have to state in the card text: "This card is also treated as Machine-Type while face-up on the field or in the graveyard." I like the flavor, but I don't see a deck that could actually get this out. As for its skill-drain effect, I'm not sure if its a quick effect or what. If its a quick effect then it's broken as hell, otherwise it's kinda half-assed. You're new here, so this card isn't horrible. I recommend that you play on duelingnetwork.com for a couple weeks and see how the state of the game actually is.

I will now attempt to correct your OCG so people can actually read what this card does. I'll give you two options since I'm not exactly sure what the negation effect does.

"If you control a "Red-Eyes" monster, you can Special Summon this card (from your hand). At the End of each of your the Battle Phases: Target 1 Monster on the field; increase this card's ATK and DEF by 300 and the effect of that monster is negated. This card is treated as a Machine-Type monster when equipped with a card."

"If you control a "Red-Eyes" monster, you can Special Summon this card (from your hand). At the End of each of your the Battle Phases: Increase this card's ATK and DEF by 300. Once per turn: You can target 1 monster on the field; its effects are negated. This card is treated as a Machine-Type monster when equipped with a card."

If there's anything wrong with that, just tell me.

As for the card itself, I feel the summoning conditions are a little too easy. I just need a Red-Eyes monster? I just need to summon Red-Eyes Wyvern, or already have massive advantage because of Red-Eyes Darkness Metal Dragon. Okay, maybe the odds of having it aren't actually that likely, so it may be rather fine in that regard.

The Battle Phase end effect seems rather mediocre. It's cool that I can attack and have it negated but still gain the 300 ATK, but I feel like I'd rather have that beforehand than after. Though it's interesting that it's unlimited so that the longer it stays on the field, the stronger it gets. As for the negation effect, it's almost worthless if it's part of the Battle Phase effect, but a lot better if it's its own separate effect. Negating the effect of a face-up monster, especially with that much ATK, is pretty cool... as long as it means I don't have to end the battle phase for it, else it's a little slow.
