I don't think it's OP, because it's quite hard, to summon, and it has no effect that make it hard to destroy.

3 Level 7 Monsters
Once per each Player's Turn, you can take a monster from your Graveyard and add it as one of this card's Material monsters.
Remove a Material Card from this monster: This card can attack one more time in this Turn, and it also causes Piercing Damage.
If this card runs out of Material Monsters return it to your Extra Deck, and then Special Summon 1 Monster on the Graveyard that has been used as a Material monster for this card in Attack Position, it can't change it's Battle Position.

I've been out of the card making game for a while, but I can see alot of potential in this, Primordial Dragon is pretty good, the picture goes well with the effect as well. Though I'm unsure of the way you worded it's effect. If the game still takes wording the way I remember the OCG should read:

Once per turn, during each turn, select a monster from your Graveyard and attach it to this card.
You can detach 1 Exceed Material from this card to: This card gains 1 additional attack this turn and gains Piercing.
If this card has no Xyz Material return it to the Extra Deck. When this card is returned this way Special Summon 1 Monster from the Graveyard that was attached to this monster in Attack Position, it cannot change it's battle position.

give or take a few grammar issues, I believe that's it, you also might want to lower the attack, a 3600 piercer is rediculous no matter the summoning cost (cough cough Red eyes in Hieroglyph cough cough)

Since you're new, I'll help you with the OCG (official card grammar) which is quire awful.

OCG fix: Once per turn, during either player's turn: You can attach 1 monster from your Graveyard to this card as an Xyz Material. You can detach 1 Xyz Material from this card; this card can attack an additional time this turn, also (I think you mean that it also gains this effect, using "and" means that you need to gain 1 effect to gain an other) if this card attacks a Defense Position monster, inflict piercing Battle Damage to your opponent. If this card has no Xyz Material, return it to your Extra Deck, then Special Summon 1 Monster in your Graveyard that was attached to this card in face-up Attack Position. That card cannot change it's Battle Position.

Now for the review: It's prety OP. Anything that can get this out is sure to get a win streak, both because you can have 4 attacks a turn (not counting if it runs out, in which case you would have to return it), but also because of it's a Generic Xyz Monster so everything Level 7 can get this out, in which case the new Phantom Beastcraft are going to have fun with this card. Simply said, unless you put in "once per turn" at it's muptiple attack it wouldn't be so unbalanced, but at the same time, even if your opponent has a bunch of face-down monsters, you will still be able to do crazy damage. I would suggest it to not be able to attack directly, at least no if that effect was used.

IMO it is way too broken.

 

3 Level 7 monsters is not that hard to get on the field. With all of those Plane cards/Fusilier Dragon/Harpie Channeler/Gagaga Magician if you make a deck revolving just around this card, you can get it out pretty quick. Once it's out, if your opponent has no backrow it's mostly gg time, and even Gorz/Trag won't help cause this card is going to pierce attack 4 times.

 

To tone it down, I would suggest making the second effect also usable once per turn.

 

Zaziuma has pretty much said everything there is about the OCG. For help, there's a sticky in this section, it will be of help to you :)
