It's a -1, for the level 6 or lower dragon of your choice (Lightpulsar laughs maniacally for a start). But otherwise best targets are... hmm... The second effect clears up any dead drawing (but if you're dead drawing something to begin with you probably shouldn't be running it, or at least using Trade-In/Cards of Consonance/etc), it's not as good, but useful... maybe.
