These cards are partly based off of the Meklords from the anime, but I threw in some differences.

 

Dragon Mech Core LV 1

DARK

Level 1

Dragon/Effect

This card's ATK is equal to the ATK of the "Dragon Mech" on your side of the field with the highest ATK, except for a "Dragon Mech Core". This card's DEF is equal to the DEF of the "Dragon Mech" on your side of the field with the highest DEF, except for a "Dragon Mech Core". Once per turn, you can either special summon "Dragon Mech Guard LV 1", "Dragon Mech Attack LV 1", "Dragon Mech Carrier LV 1", or "Dragon Mech Top LV 1" from your hand, deck, or graveyard.

You can special summon this card (from your hand) by tributing 1 "Dragon Mech Guard LV 2" on your side of the field. Once per turn, you can negate an attack or effect that would destroy this card. If your opponent declares an attack against a "Dragon Mech" monster you control, you can make this card the attack target instead.

If a "Dragon Mech" monster on your side of the field is selected as an attack target, you can make this card the attack target instead.

You can special summon this card (from your hand) by tributing 1 "Dragon Mech Carrier LV 2" on your side of the field. Once per turn, you can return 1 monster in your graveyard to your deck to return 1 card on your opponent's side of the field to its owner's hand.

You can special summon this card (from your hand) by tributing 1 "Dragon Mech Carrier LV 3" on your side of the field. Once per turn, you can send 1 card in your hand to the graveyard to banish 1 card on the field. Then, each player chooses 1 card in their graveyard, and returns it to their deck.

You can special summon this card (from your hand) by tributing 1 "Dragon Mech Attack LV 2" on your side of the field. When a monster on your opponent's side of the field is destroyed, you can inflict 500 points of damage to your opponent's life points.

Dragon Mech Attack LV 4

Dragon/Effect

You can special summon this card (from your hand) by tributing 1 "Dragon Mech Attack LV 3" on your side of the field. When a monster on your opponent's side of the field is destroyed by battle, you can special summon it to your opponent's side of the field in attack position with its ATK and DEF halved. If you activate this effect this turn, this card can attack twice this turn.

Dragon Mech Attack LV 5

FIRE

Dragon/Effect

You can special summon this card (from your hand) by tributing 1 "Dragon Mech Attack LV 4" on your side of the field. Once per turn, when a "Dragon Mech" monster on your side of the field destroys an opponent's monster by battle, that monster can attack again this turn.

Well I would look at other LV cards (like armed dragon, my personal fave) for example. They all level up in the standby phase, and you have to do something in the previous turn for them to level up. otherwise, you could just go straight, in that case, from 3 to 10. 

I'm basing the leveling system of these cards on the anime versions of the meklords, where each piece can be upgraded really quickly
