Because Cyber Dragons need to be more OTK'ish than they are able to utilize Overload Fusion better. As it stands, Chimeratech Overdragon is pretty much the only thing that they can make right now. But then again, Overload Fusion is limited, so I don't see a problem with having more options since you can usually only use it once.

You can Xyz Summon this card using 2 “Cyber Dragon” you control as Xyz Material. This card can attack a number of times per Battle Phase equal to the number of Xyz Materials on it. Once per turn: You can attach 1 “Cyber Dragon” from your hand, field, or Graveyard to this card as an Xyz Material. When this card would be destroyed (by battle or by card effect): You can detach 2 Xyz materials instead.

The top 2 seem balanced enough, although I have a ruling question for the 3-headed guy: is the ATK halved immediately at the declaration of the second attack or something else?  The bottom one, on the other hand, is a bit iffy.  It can become a triple attacker that dodges stuff like MF, BTH, etc. on a 2800 body.  I don't really think it needs the last clause that allows you to attack cydras to it.

To answer your question for Chimeratech Overdoom, yes - when it declares it's second attack, it's attack will be immediately halved.

As for the Xyz, I will remove the immunity to battle; that wasn't really supposed to be there. Regarding the attaching effect, I feel that it was a nice addition, since in most cases, it won't be as strong as a Power Bonded Cyber Twin - also, otherwise its effect would leave it unable to attack at all using up its protection (since no Xyz Materials = no attacks). In addition, it gives Zwei a new purpose :p
