First of all, you need to specifiy where you are banishing the 2 monsters from.  Are they being banished from the field, hand, deck, or Graveyard?   Also, card grammar fix below, fixes in bold:

 

You can banish 2 Machine-Type monsters from your [[hand/field/deck/Graveyard]]; Special Summon this card (from your hand).  When this card is Special Summoned this way: add 1 Machine or Dragon-Type monster from your deck to your hand.  If this card destroys a Machine-Type monster by battle: Draw 1 card.

 

Not too bad to be honest.  Not too overpowered,  Kinda conditional actually.  I can see Machina/Gadget/Geargia decks siding this for their mirror match, anyway.

 

The art is kinda meh.  Not very yugioh-ish.  Try searching 'metal dragons' on Google Images and try to get an image that fits the name.

I kept the part where "when it's being summoned"...should i have to change that.
