newhat
Battle Law will almost always be outclassed by Compulsory Evacuation Device. Captive Summon should be a Normal Trap Card, should it not? The Normal Summon clause is interesting, but not particularly useful unless you have Tyrant's Temper or some other way of burning off the stolen monster. They will never attack it, and if it's Stratos they'll get its effect. It could work against Atlantean Marksman off of Diva (maybe), but it's a -1 against Tour Guide since they can ram Sangan into it, or a -2 in Dark World since they can hit it with Broww. The Flip Summon effect is obviously for Geargiarmor, though it could work against Batel. It's not amazing against Geargia since you're simplifying the game, which is exactly what they want, but it could derail Spellbooks. The Special Summon effect isn't very good, but I guess Laggia can't negate it so you'll probably kill it...eventually. I think Authority's last effect would not destroy the monster since its ATK was not "reduced" to that value, it just "became" that value. Because of this, the pop effect would be very hard to trigger without a Special Summon chain like Wind-Up Rat or Tour Guide, which could get rid of whatever you needed to kill anyways. It could be useful in the long run. Also, "its". P.S. Veigar's aim sucks.
Phantasy Dreamz
Law hits multiple targets. And also those monsters that can't be target by Trap Cards will be useless against it. No, it's a Counter. Just like any other trap that response to a Summon. And it's seems pretty fun to steal Tuners. That last effect of Diminished is an entirely different effect from the first. It's like, an added effect. -ex: Summons a <1300 ATK monster / halve a <1400 ATK monster / destroy it / place counter/ remove counter/ a high ATK monster's ATK becomes
newhat
There's a difference between responding to an attempt to Summon and responding to a Summon.
