I think it should be worded "This card can only be Special Summoned by removing from play 1 "Lightning Vortex" from your hand, Deck or Graveyard." I'm pretty sure 'removed from play' always is one complete phrase before either what you're removing or where it's going (if that makes any sense at all :P).
