I am not quite sure I like this card's design. As it has a ton of ATK, plus a possible 3700 boost, it can pretty much run over most monsters that are already a high Level or Rank, and since it can do as such any Level/Rank 7 or 8 with around 2300 and above ATK is pretty much doomed, and any monster that can withstand it's attack is bounced back anyways, so it's pretty much guaranteed that you will have the advantage, even if this card is attacked during your opponent's turn (where at least it's increase it's active). I would suggest that you make it only Summonable through it's Special Summon and make it so it's the only one that can attack some other drawback. Your OCG seems alright as far as I can see.

~Added a Special Summoning Restriction (it can still be Normal/Tribute Summoned)

 

~Reduced ATK and DEF to 2300 and 2200, respectively.

 

 

However, I belive you may have misread a part of his effect; his ATK increase only occurs when he attacks, not when he's attacked.  This way, your opponent can still run him over during their turn.  But I digress.

I'm quite sure I mentioned this. But regardless, your fix seems like an alright fix for it.
